West Hollywood To Consider Extending Emerald Village Financial Support For Cannabis Marketing

The new agreement is worth up to $250,000

The West Hollywood City Council is set to consider extending its financial support for marketing the city’s cannabis industry by approving a new agreement worth up to $250,000 with Emerald Village West Hollywood.

The proposal, scheduled for discussion Monday, June 29, would fund the nonprofit marketing organization through June 30, 2027, as California’s legal cannabis industry continues to struggle with declining tax revenues, intense competition, high regulatory costs and the proliferation of illicit operators.

If approved, the agreement would authorize the city to continue working with Emerald Village West Hollywood, a member-based organization established in 2021 to promote the city’s licensed cannabis businesses. West Hollywood currently has 11 active cannabis businesses.

City officials say the investment is intended to help attract customers, support local jobs and strengthen the city’s economy at a time when cannabis tax revenues have declined because of market conditions and tax relief measures.

The proposed agreement follows several previous funding approvals. The City Council initially approved a $50,000 contract in June 2024 before expanding it later that year. Additional amendments ultimately increased the total contract value to more than $440,000 through June 2026.

According to the staff report, Emerald Village West Hollywood has spent approximately $427,000 of the current agreement as of June 1 and is expected to use the remaining funds before the contract expires at the end of the month.
